IPL systems work on the same principles as lasers as light energy is absorbed into specified target cells with colour in the skin. The light energy is converted to heat energy, which causes damage to the specific target area, reducing the amount of viable hair follicles. IPL systems are different to lasers in that they deliver many wavelengths in each pulse of light instead of just one wavelength like lasers. For the treatment of certain areas, most IPL systems use filters to refine the energy output. This enhances penetration without using immoderate energy levels and enables targeting of specific skin components that absorb light.

IPL therapy targets the lower layers of skin without damaging the top layers of skin and is therefore considered a non-ablative resurfacing technique. The results are not as considerable as ablative resurfacing where both the dermis and epidermis are injured and damaged to produce a much more noticeable overall outcome. Touch up appointments may be required every year or couple years with IPL treatments. The needed appointments will grow few and far between, and the hair often grows back fairer, thinner and more sparsely.
